As someone who's watched every single episode, fillers sometimes help to flesh out backstories and expand the Naruto universe a bit more.
Naruto Shippuden uses filler to give the manga time to stay ahead of the anime. This prevents the anime from catching up too quickly to the manga's storyline.
Honestly, they use filler cuz otherwise the anime would overtake the manga. Simple as that!
