Sometimes the PSN (PlayStation Network) servers get busy, especially during big game releases or updates. Patience, young padawan.
My PS4 used to crawl with download speeds until I changed the DNS settings. Use Google's (8.8.8.8 and 8.8.4.4) or another fast DNS provider.
