It's to keep things fair and challenging. If it ranked based on your highest, you could end up in matches where you get totally outclassed or steamroll everyone. Not fun.
Why? Cuz if it didn't, you'd get destroyed by way better players or have too easy a time. Balance is key!
I personally found that ranking by your lowest helps improve my skills. When I play with people around my lowest rank, I get a chance to learn and grow without facing too much frustration.
