Rakerou mainly serves as a plot device and support for the main characters, so he doesn't participate in combat directly.
Rakerou not attacking is just one of those quirky things. It's like how some people just don't dance at parties!
Seriously though, Rakerou's role isn't combat-oriented. He plays a more strategic role in the storyline, so don't expect him to be swinging swords.
Because he's scared! Okay, maybe not. But he's definitely not designed to be a combat character. Simple as that.
