Honestly, Steam doesn't really care where you live. They just need to make sure they're following the laws, and your address helps with that.
I think it's a bit much. Why can't they just let us buy games without all the personal info? Seems like overkill to me.
It's also for age verification, to make sure you're allowed to buy and play certain games. Different countries have different rules about what games are appropriate for what ages. Steam's just trying to make sure they don't get in trouble for selling mature games to minors.
