Honestly, never noticed any throttling. Maybe check your internet or settings? Steam's always been top-notch for me.

It's because your internet can't handle the awesomeness of Steam! Just kidding. It's usually due to heavy traffic on Steam's servers or limitations set on your Steam client. Check your settings!
