It's cuz there are just too many awesome details for your system to handle. Try upgrading your PC or console!
Make sure all your drivers are up to date and that no other programs are hogging your resources while playing. Also, a stable internet connection is key!
I had the same issue! Turned off background apps, updated drivers, and switched servers – worked like a charm!
Sometimes it's just Ubisoft servers being glitchy. Give it a bit and it might resolve itself.
