Why Does XCOM 2 Launcher Default to Wrong Monitor?

I had the same issue! I fixed it by editing the config file. Go to XCOM2's GameUserSettings.ini file and set the 'PreferredMonitor' to the right display.
Switching XCOM 2 to windowed mode and then dragging it to the correct monitor can do the trick. After that, go back to full screen.
Honestly, it's probably just a glitch. Reinstalling the game worked for me. Give it a try, might save you some headache!
