Gaara lost Shukaku back in Naruto Shippuden when the Akatsuki extracted it from him. No Shukaku for Gaara in Boruto!

Gaara lost Shukaku thanks to the Akatsuki's Bijuu extraction - that's why he doesn't have it in Boruto. He still kicks butt though!

Simple: The Akatsuki extracted Shukaku from Gaara. He hasn’t gotten it back since Naruto Shippuden.
