Just a hot take: Plot convenience. It keeps things balanced and more interesting.
From a fan perspective, I think Naruto's power level needed adjusting to make the new threats feel more real and challenging.
He might still have it but chooses not to rely on it, giving Boruto and his friends the spotlight and their own epic moments.
