Ash's Pikachu refuses to evolve because it wants to prove it can be strong without changing. Pretty stubborn, right?

Pikachu actually can evolve! In the games, you need a Thunder Stone to evolve Pikachu into Raichu. Sometimes in the show, Pikachu just chooses not to evolve because it wants to stay as Pikachu.
