Raiden can't officially compete because it would be a conflict of interest. He's responsible for guiding Earthrealm's fighters, not fighting himself.

I鈥檝e played every Mortal Kombat game, and Raiden's role has always been more about leadership and strategy. He steps in as a last resort, not as a regular competitor.

Raiden usually doesn鈥檛 compete because he's one of the Elder Gods, tasked with maintaining the balance between realms. He's more of a mentor and protector than a fighter in the tournament.
