I had the same issue! Turns out V-Bucks can't travel across platforms (PS4 to PC). Sad but true.

Bought V-Bucks on PS4, but they didn't show up on my PC account. After some digging, I found out V-Bucks are locked to the platform where you purchased them. You'll need to buy them again on PC.
