Are you using the Xbox app? Make sure you're signed in with your Microsoft account. Sometimes the store bugs out if you're not signed in!

Make sure you haven鈥檛 exceeded any purchase limits on your account. Xbox/Microsoft sometimes has restrictions for security reasons.
