Your account might not have the Live feature yet if you're new or if it still hasn't rolled out in your region.
Are you under 13? Instagram restricts Live for younger users.
I had this issue once and it turned out to be a temporary bug. I restarted my phone and it worked!
Check your internet connection. A weak signal can prevent you from going live!
