Why is Demon Slayer Season 2 Only 7 Episodes?

They decided to split the season into two parts. The first part is the Mugen Train arc (7 episodes), and the second part is the Entertainment District arc (11 episodes). So, technically it's longer than 7 episodes if you count both parts!

Season 2 starts with the Mugen Train arc which is a condensed retelling of the movie. That's the reason for the shorter episode count!

It's actually because the first part is just a re-adapted version of the Mugen Train movie!

As someone who watched both the movie and the anime, I can confirm that those 7 episodes are a retelling of the Mugen Train movie. It's still amazing though, totally worth watching!
