I had this problem and it turned out my antivirus was blocking the download. Try temporarily disabling your antivirus software and download Fallout Shelter again. Just remember to turn it back on after!
Sometimes Fallout Shelter won't download on Windows because of a hiccup with your internet connection. Check your Wi-Fi or ethernet connection to make sure it's stable. Also, it could be an issue with the Microsoft Store itself; try restarting the Microsoft Store app or your PC. If all else fails, double-check that your Windows version is up to date. Might be a Microsoft Store glitch. Just use another platform like Steam to download Fallout Shelter. Way easier and no fuss about compatibility or updates.
