Why is Grand Theft Auto Vice City not backwards compatible?

GTA Vice City isn't backwards compatible mainly because of licensing issues for the massive soundtrack and some in-game content, which means they'd have to renegotiate rights to make it compatible on newer consoles. Also, Rockstar might want to encourage players to buy the remastered versions instead, which are tweaked and polished for the newer systems.

Didn't they stop making it compatible because it's just too old? New consoles focus on new games, and there's already a remastered version for the newer systems.
