Because some of the content in High School DxD Hero is a little... spicy. It's to meet broadcasting requirements and keep things family-friendly (ish).
They censored it to avoid breaking local laws and offending more conservative viewers. Simple as that.
From my experience, it was censored to follow TV guidelines. You can find the uncensored version on certain streaming services though!
