High School DxD isn't on VRV probably because Crunchyroll and Funimation, which are both streaming platforms on VRV, already have exclusive streaming rights. They probably want to keep it on their own specific services to attract more users directly to their platforms.

Big studios and streaming services sometimes fight over streaming rights. High School DxD might be caught up in one of those battles. Try checking it out on Crunchyroll or Funimation instead!
