Actually, High School DxD Season 4 is not a recap. It’s a continuation of the series, but it does slightly retcon and reanimate parts of the last arc to align better with the original light novels.

Because the animation studio changed to Passione for Season 4, they had to reintroduce some plot points and characters to synchronize with the light novel more closely.

I think they felt the need to retcon some events from Season 3 to stay true to the light novels. It’s not a full recap, though!
