Tokyo Ghoul:re is called that because it represents a 'reset' or 'restart' in Kaneki's journey and identity after the events of the first series.

As someone who’s read the manga and watched the anime, I can tell you it’s named Tokyo Ghoul:re because it reflects Kaneki’s transformation and the new challenges he faces as Haise Sasaki.
