Bounties in GTA 5 might get locked if you're in the middle of a mission or in certain no-go zones where missions can't be initiated. It's the game's way of keeping the balance and ensuring you're not biting off more than you can chew with missions piling up. Another reason could be a glitch; sometimes the game just bugs out. A quick restart or clearing the cache might kick things back to normal.

It's just a glitch, happens all the time. Restart your game or clear the cache. Works like a charm!

You鈥檙e probably in a mission or an area that doesn鈥檛 allow bounties. GTA 5 has specific rules about where and when you can start certain activities. Check your surroundings and your current task list; you might need to finish something up first.
