Why is my Fallout 4 sped up?
Sounds like your game's running too fast because of the FPS (frames per second). Fallout 4 physics are tied to the game's framerate, so if you're pushing above 60 FPS, the game world might start to act weird, including speeding up. Try capping your FPS to 60, should fix the problem.

Check your monitor's refresh rate. If it's higher than 60Hz, you might wanna match your game's FPS to that. Worked for me!
Had this problem before and fixing it was kinda easy. Just go to your graphics card's control panel and limit the FPS to 60. Fallout 4 doesn't like it when things go too fast frame-wise. It's like the game's on caffeine!
Time travel, maybe? JK, just cap your FPS at 60.
