Your Fortnite might be capped at 30 FPS because your device's settings are limiting it. Check the game's settings under 'Video' and make sure 'Frame Rate Limit' is set to unlimited or a higher value.

Make sure your drivers are up-to-date. Older drivers can sometimes cause performance issues, including FPS caps.

You could have V-Sync enabled in your graphics settings. Turn off V-Sync and see if that lifts the 30 FPS cap.
