It could be a connection issue. Try unplugging and re-plugging your mic. Of course, you could always try turning it off and on again!

Sometimes it's as simple as ensuring your privacy settings aren't blocking voice communication. Check your Xbox Live privacy settings!

Make sure your controller and console have the latest updates. I had a similar issue once, and updating solved it.
