Your PCI could be locked due to using a preset hitting mode like Pure Analog or Directional. Try switching to Zone hitting for more control.

If your PCI is locked, it might be because the Dynamic PCI setting is turned off in your hitting interface settings. Double-check those settings!

Maybe it's a bug? Restart the game or your console to see if that frees it up.
