Trials often don't work if you've had a subscription before, even if not currently active. Consider this before troubleshooting further.
I had this issue once! Turned out I had an old balance due. Cleared that up, and my trial went live instantly. Worth checking!
Double-check if you've already used a trial before; PS Plus only allows one trial per account. If that's not it, try restarting your console or checking your internet connection.
