Could be a software issue. Try restarting your PS4 and see if that helps. If all else fails, you might need to update your console's firmware.
Try resetting the controller. There's a tiny reset button on the back near the L2 shoulder button. Use a paperclip, hold it down for a few seconds, and then try turning it on again.
I had this issue once; turned out my USB cable was bad. Swapped it out, and my controller came back to life. Worth a shot!
First, make sure it's charged! Plug it in with a USB cable and give it a few minutes. Sometimes the battery just needs a little juice to wake up.
