Ever tried turning it off and on again? Just kidding, but seriously, if your Steam purchase is pending, it might just be Steam being Steam. Servers can get loaded, so give it a little time.

Steam's just checking you're not buying 100 copies of 'Half-Life 3' by accident. Or it might be your card; they can be picky with online gaming stores. Peek at your bank's app or site and see if they're being overprotective.
