I had this problem once and it turned out I hadn't registered the gift card online with my address. Try registering it if you haven't yet!

Sometimes Visa gift cards aren't accepted for international transactions. Make sure SHEIN supports your gift card for international use.

Maybe your Visa gift card doesn't support online purchases. Some cards require you to enable them for online transactions first.
