Exclusive deals, man. Developers might've struck a deal with another platform, keeping it off Steam for a time or indefinitely. Happens all the time in the gaming world.

Sometimes games aren't on Steam because the developers choose to release them through other platforms first or exclusively. It could be a strategy to attract a different audience or maybe they got a better deal elsewhere. It's all about what the developers decide works best for their game.
