The game developers chose to focus on mobile to take advantage of the massive smartphone and tablet user base, which allows for on-the-go gaming.

Plants vs Zombies 2 focused on the mobile market because that's where the audience had massively shifted. Mobile gaming's popularity exploded, and PvZ 2's developers wanted to tap into that expanding userbase. It's all about going where the players are, and at the time of PvZ 2's release, that was firmly in the mobile camp.

The reason is simple: money. Mobile platforms offer lucrative opportunities through in-app purchases. PCs? Not so much.

Honestly, I think they just wanted to cash in on the mobile gaming craze. Mobile games can push updates and new content easily, keeping players engaged (and spending). Plus, mobile games are super accessible - everyone's got a phone, not everyone has a PC.
