Honestly, Ryu just lacks the flashy, high-damage combos other characters have. You gotta work twice as hard for half the rewards!
As a Ryu main, it hurts to say this but he just doesn't have the tools to compete at higher levels right now. His moves are predictable and easily countered.
Ryu's low tier because Capcom decided to balance the game by making him more of an 'intro character,' easier for beginners but harder to win with at high levels.
