Apparently, the 17+ rating is more about the ads in some versions rather than the gameplay itself.
I've been playing Tetris since I was a kid. Trust me, there's nothing inappropriate about it. The rating seems like a mistake.
Hot take: It's 17+ because Tetris is just too addictively awesome for minors to handle responsibly.
Some mobile versions have a 17+ rating due to ad content, but that doesn't apply to the core game we all know and love.
