Sometimes it blinks if the recipient is currently looking at other snaps. Patience, young Snapper! They'll get to it soon.
Usually, the blinking 'Delivered' sign just means that Snapchat is trying to get your attention. It's totally normal and nothing to fret about.
I've seen that happen too. In my experience, it just means your Snap has successfully been sent and is awaiting to be opened. All good!
