Usually, 'Verify Files' is greyed out because the game isn't installed through the platform you're trying to use for the verification. If you bought the game through Ubisoft Connect, use their client; if through Steam, use Steam's verifications.

You need to make sure you're launching the game through the correct platform (Uplay or Epic Games). If you're on the wrong one, it won't let you verify the files.
