Why is the Enclave not in Fallout 4?

The Enclave, America's shadow government pre-war, isn't in Fallout 4 because the game focuses on the Commonwealth and its unique factions like the Institute, Brotherhood of Steel, and Railroad. Bethesda wanted to explore new stories and dynamics, leaving the Enclave's presence more suited to past games where they fit the narrative focus, like in Fallout 3 and Fallout: New Vegas.

Simple - Bethesda thought the Commonwealth didn't need them. Fallout 4's got its hands full with synths, the Institute, and all that jazz. Plus, after getting their butts kicked in Fallout 3, maybe the Enclave just needed a break?

Honestly, didn't miss 'em. Fallout 4's story worked better without rehashing old factions. Fresh enemies, fresh allies, fresh start.
