It's all about Zelda since she's central to the storyline and the lore. Also, Nintendo thought 'The Legend of Zelda' sounded cooler than 'The Legend of Link'.

The game's called 'The Legend of Zelda' because Zelda's the one who needs rescuing and her name gives it a mythical vibe. 'The Legend of Link' just doesn't have the same ring!

From my experience, it's all about the legend itself. Zelda represents the ancient and mystical elements of the game, while Link is the hero we play as.
