The '1' next to SPECIAL in Fallout Shelter means your Dweller has a level 1 stat in that specific SPECIAL attribute (Strength, Perception, Endurance, Charisma, Intelligence, Agility, or Luck). Each stat affects different aspects of gameplay, like how efficiently dwellers perform in certain jobs.

It just means that Dweller's got a long way to go stat-wise. Time to start training them up in the gym, classroom, or whatever room boosts their weakest SPECIAL stats!
