Funimation sometimes has delays with dubbing due to various reasons like voice actor availability or production bottlenecks. It'll get dubbed eventually!

Just a heads-up: Episode 28 is the Season 2 recap. They might have skipped dubbing it since it's not crucial to the storyline.
