Tokyo Ghoul isn't on Crunchyroll because Funimation has exclusive streaming rights in many regions. Try checking Funimation instead!
Business stuff! Companies like Funimation and Crunchyroll make deals to stream certain shows. Tokyo Ghoul landed with Funimation.
I'm pretty sure the reason is that different streaming services have the rights. It used to be on Hulu too, if I remember right.
