Had the same issue, and it turned out my antivirus was the culprit. Make sure to check if your security software is slowing down the download. Adding Valorant as an exception solved the problem for me!
Check your internet, maybe it's not Valorant, just you. Upgraded my plan and boom, downloads zoom.
Servers are just busy, end of story. Try again later or early in the morning.
