Make sure the mic isn't muted. Feels silly, but it happens to the best of us!
Try your headset on another device to see if it's an Xbox issue or the headset itself. Process of elimination works wonders!
Make sure your privacy settings allow for chat. Go to Settings > Account > Privacy & online safety and ensure voice chat is enabled.
Are your console and controller software up to date? Microsoft rolls out updates that often fix these kinds of issues.
