Netflix is always changing its library based on licensing deals. Naruto Shippuden might be available in some regions but not all.

Netflix probably couldn't strike a deal for the rights. Crunchyroll and Hulu are better for anime anyways.

It's a licensing issue! Crunchyroll and Hulu snapped it up, leaving poor Naruto to roam the streaming wilds without a Netflix home.

It's probably due to regional licensing restrictions. Different streaming services might have exclusive rights in various countries.
