Why isn't The Division 2 on Steam?

The Division 2 isn’t on Steam because Ubisoft decided to release it on their own store, Uplay, and on the Epic Games Store instead. Gotta love some exclusivity deals, right?

First-hand experience here: Bought it on Uplay and had no issues. Just a different launcher. Works fine!
