There's definitely an episode 3 of Attack on Titan! It's titled 'A Dim Light Amid Despair: Humanity's Comeback, Part 1.' Maybe you missed it? Try checking again on the streaming service you're using.
I had the same issue, but I found Episode 3 after logging out and back into my account on Hulu. Works like a charm!
Episode 3 exists. Check Crunchyroll, Funimation, or Hulu again. Maybe you just need to refresh the page or log back in.
