Why isn't Megaman Zero in Super Smash Bros Ultimate?
Honestly, the roster is so packed already. There's only so much room for more characters. Maybe Zero will have his chance in the next one.

Megaman Zero probably didn't make the cut because they already added the original Megaman. Too many Megas spoil the Smash, maybe?
They likely didn't want to overload the game with too many characters from the same franchise. Gotta make room for other favorites!
It's possible that they wanted to keep the roster diverse and not add multiple variants of similar characters. Less repetition, more variety!
