Had this issue last week, turned off Wi-Fi and used cellular data. Boom, it started working perfectly!
It could be your internet connection. Make sure you have a stable connection and give it another shot.
Maybe Instagram is down? Check their official Twitter or DownDetector for any outage reports.
Just logout and log back in. It worked for me!
