Because Gabe Newell can't count to three! Kidding (mostly). Valve tends to focus on updating and maintaining Team Fortress 2, which is still incredibly popular.

Valve doesn't need a TF3 because TF2 keeps players happy with constant updates and new content. If it ain't broke, don't fix it!
